Why don't I see the plus (+) icon to add an ad hoc approver for my contract?

A contract needs approval before it's executed. After you submit a contract for approval, you can add more approvers while approving a contract. Once you select the specific approvers you want, its only then that the plus (+) icon displays. Click the plus icon to add an ad hoc approver to the contract.
