Disburse Non-Federal Funds

Non-Federal Funds (NFF) disbursements follow guidelines unique to those funds.

Non-Federal Funds are disbursed as one disbursement equal to the maximum Non-Federal Fund projected award amount. Disbursement dates for each Non-Federal Fund period being awarded are set or updated. If the fund has already been disbursed, the disbursement dates aren't updated.

If the Disbursement Outbound Message Indicator in the Disbursement Configuration Workbook is configured to TRUE, the Disbursement message is sent for all funds once the Disbursement Status is updated to Disbursed. For NFF funds, the Disbursement Status is updated to Disbursed when all disbursement criteria are met and Disbursement QC Holds are released. As part of the disbursement criteria for NFF funds, there is a check that the disbursement hasn't been placed on hold within the NFF workflow and, if the Re-Evaluate Prior to Disbursing Indicator is configured as TRUE in the Non Federal Funds Attributes Configuration Workbook, whether the task to complete re-evaluation is completed.

Here is the progression of NFF Disbursement processing:
  1. Anticipated Disbursement Date is reached.
  2. The scheduled batch process evaluates funds for configured disbursement criteria.
  3. If the disbursement is on hold within the NFF workflow, the disbursement criteria is not met.
  4. If all criteria are met and the fund Re-Evaluate Prior to Disbursing Indicator is configured as TRUE, a re-evaluation task is created.
  5. Once the task has been completed and all disbursement criteria are met, there is a check for the Disbursement QC Hold.
  6. If the Disbursement QC Hold is configured, the disbursement is held for QC Review.
  7. Once the QC Review Hold task is completed, the Disbursement Status is set to Disbursed,and the Disbursement message is triggered for funds where the Disbursement Outbound Message Indicator is configured as TRUE in the Disbursement Configuration Workbook.
The frequency of Disbursement Messages for NFF Funds depends on the user reviewing relevant tasks and releasing holds and how frequently the batch job is scheduled.
