Oracle deprecated the Purge Recent User Requests scheduled process in Update 24C.

When to Use

Use the Delete Nontransactional Entities from Closed Sales Orders and Fulfillment Lines scheduled process instead. See Delete Records That Don't Contain Transaction Data.
