About Export Administration Regulations (EAR)

The U.S. Department of Commerce - Bureau of Industry and Security (BIS) is responsible for implementing and enforcing the Code of Federal Regulations Title 15 chapter VII, subchapter C, also known as Export Administration Regulations (EAR). There are Ten General Prohibitions (EAR §736) that describe certain exports, reexports, and conduct subject to the scope of the EAR. Each prohibition has its own license and in some cases license exception rules. The EAR is also clear on the process and sequence to be followed in the determination of the licenses or exceptions.
