Create the Text Message first to choose a meaningful key for new translatable UI text.
Imagine you are asked to add a new (Increase Salary) button to the
Employee page. You can start by creating a new Text Message
INCREASE_SALARY as shown below with the text Increase Salary
in the primary language.
