Financial Institution Administrator

The financial institution administrator manages wallets and CBDC accounts for a participating organization..

A participant account created with the Org Admin application group adds the corresponding Org Admin role automatically. Financial institution administrators cannot grant minter, burner, token administrator, or central bank escrow roles. The central bank administrator must use the Sync Roles to apply the escrow role to participating organization manager accounts.

Before you can complete financial institution administrator tasks, you must be a member of the Financial Institution Admin application group for the selected organization. A CBDC account is not required to log in as a financial institution administrator if the selected eligible wallet already has the Org Admin Besu contract role. The organization and wallet service instance must be registered before creating participant accounts.

Typically the financial institution administrator completes the following tasks.

  • Loads or creates wallets
  • Creates accounts for organization users, selecting the institution application group that matches the user's intended persona and responsibilities. Org Admin and Org Auditor roles are added for their corresponding groups. The bank administrator must use the Sync Roles command for the manager (Escrow) role.
  • Edits limits and account states
  • Activates or suspends accounts
  • Inspects application groups and contacts the central bank administrator when a ledger role must be synchronized.

The following tasks are typical ones that a financial institution administrator completes.

Create Wallets and CBDC Accounts

Complete the following steps to create accounts.

  1. Select Create Bank Account. The Create Token Bank Account window opens.
  2. Enter the Bank User ID and confirm the organization and token IDs.
  3. Select Load wallets and choose the user's wallet, or select Create new wallet.
  4. Select the Group and set the account limits.
    The following table describes the account information fields.
    Field Description
    Token ID The ID of the token that selected for the organization.
    Organization The selected organization name.
    Organization ID The registry identifier of the bank.
    Bank User ID The user ID registered for the participant organization.
    Role A list of supported roles. Role information is supplied by the selected application group.
    Group A list of application groups (personas).
    Daily Maximum Amount The maximum amount of tokens that can be transacted per day.
    Daily Maximum Transactions The maximum number of transactions allowed per day.
    Wallet Select an active wallet with no existing token account. Use Load wallets after entering the user and organization to retrieve eligible wallets or select Create new wallet.
  5. Select Create Account. The account details are displayed.

Troubleshooting

If there is a wallet mismatch, verify the user, organization, and wallet service instance. If a role is missing after account creation, request that the central bank administrator run the Sync Roles command. If there is a duplicate or ambiguous account, verify the selected wallet and account address before retrying.
