Parameters:

separateTax - creates a separate Portal event for tax or not

tranxDate - effective date

notes - write-off comments

prog_name - program name initiating write-off

level - writo-off level, value is "account", "bill" or "item"

Returns:

success or reason of failure

Throws:

RemoteException - if an error occurs
