Class representing PolicySessionRequest.

PolicySessionRequest encapsulates SpendingLimitReportRequest (Sy request) and SubscribeNotificationRequest (Sp request)

Client application can choose to use this request over two separate SpendingLimitReportRequest & SubscribeNotificationRequest to minimize the network hops between OCS and client application
