Usage requests created from an online billing request are not
held in the initial state. These usage requests are transitioned through
their lifecycle resulting in the request being sent to Oracle Utilities
Meter Data Management (MDM) and, once a response is received, the
bill segment is regenerated.
The bill segment remains in the Freezable state until the user
freezes the bill segment and completes the bill. If the freezable
bill segment is regenerated, however, the system cancels the usage
request and creates another usage request for the bill segment.
In addition to the standard MDM usage request elements, the system
captures the responsible user id.
