A Cut Event Expires Service Agreements (and May Trigger Final Billing)

The last cut event is typically set up with an activation algorithm that expires the cut process's service agreement. If earlier cut events created "cut for non-payment" field activities, these field activities will be used as the basis for stopping service. Refer to Finalizing Pending Stops for how the system use the meter reads on these field activities as the "stop reads" on the service agreement.
