C1-PA-DRAFT

This algorithm is invoked when the Payment Agreement Request is created in the DRAFT status. It validates if the linked delinquency process is valid and not in the CANCELLED, TERMINATED, and COMPLETED status. This algorithm also adds the unpaid bills to the payment agreement request details table.
