From where can I get the MDB files for each dictionary?

The MDB files are available in the directory: <Argus Installation path>\Oracle Argus\DBInstaller.

Note:

Periodically, Oracle releases MDB files with the newer versions and you can contact the Oracle Customer Support to get them.
