Override License evaluation and Similar events functions (Enhancement 32868082)

Description

The following common profile switches are introduced so that if configured, the functions would not be overridden with the default function during Oracle Argus upgrade. The updates made in these functions would be retained as they are:

• Override License Evaluation Function (Note: Default function shall be used if left BLANK): the default value is F_EVAL_PROD_LIC.
• Override Similar Events Function (Note: Default function shall be used if left BLANK): the default value is SF_IND_SIMILAR_EVENTS.
