Design considerations for creating Clintrial rules for a hybrid study

Do not attach a rule to multiple items unless you are sure the rule can work on all panels to which the items map.
The item to which a rule is attached should map to only one Clintrial panel unless the rule works on all panels to which the item maps.
Do not specify additional dependencies for the rule.

Note: The set of Clintrial panels to which a rule is applied is determined using the mappings that exist at the time the attachment is processed. If mappings later change, the rule is not moved to different panels based on the new mappings.
