Issue fixed in release 20.3
The following issue was addressed in this release:

Description: If a tenant is enabled for the Email Link flow to reset the account password, resetting the password through an inbound SCIM still triggered an email to reset the password.
An email with the password reset link is generated either when a user clicks Trouble Signing In on the Sign In page or when a delegated administrator creates a user. The email with reset link should not be generated when an inbound SCIM API is called to reset a user's account password.
Affected feature: Identity Management
Solution: The software has been updated so that when an inbound SCIM API is called to reset a user's account password, an email to reset the password is not sent to the user.
