Unmarked obsolete terms in IMDRF dictionary

Terms are not marked as Obsolete during IMDRF 2026 dictionary load (Enhancement 39583864).

Description

The IMDRF dictionary import process has been enhanced to consistently identify retired terms. After the IMDRF 2026 dictionary is loaded, all terms containing the word Retired in the Status column of the IMDRF Annex, including entries such as Retired (<YYYY>), are now marked as obsolete (soft deleted) in the IMDRF repository. As a result, these terms are no longer available for coding, ensuring consistent handling of all retired IMDRF terms during dictionary import.
