Include sites for submission to a central authority

1. When working in the submission package planning modal, select option to include site for all sites that should be included in the country submission package.
2. Once the submission package planning is complete, the submission milestone for “Initial submit” will automatically be created for selected sites.
3. Once the country submission is approved, approval dates will be automatically populated for the sites.
