Send to eTMF functionality on a Submission package was incorrectly tied to the Enable eTMF publishing setting's "New file uploaded to document or contract" option. Instead, this functionality should have been triggered by the top level Enable eTMF publishing endpoint setting. We corrected this issue so that all three sub-settings (IP package completed, Document or contract completed, or New file uploaded...) can be disabled if preferred and the manual Send submission to eTMF will work as expected.
