The 23.10.1 enhancements and changes listed in this document are not available to customers until they are upgraded to NetSuite for Government 23.10.1. Your access to these features and SuiteApps is subject to the terms of service in your NetSuite for Government contract.

NetSuite for Government Version 23.10.1 – Release Date October 31, 2023

Finance:

  • Governmental Budgets
    • Ability to increase or decrease budget within budget adjustments.
    • Restrictions on account usage in government budgets and transfers.
    • Added location segment to budget validation, government budget, and Budget transfers.
  • Role Permissions
    • Provided NS4G AP Clerk access to the tax id numbers SSN/EIN on the Vendor screen, Financial Tab.
  • Encumbrance Enhancements
    • Enhanced support for tax exempt entities with remaining balance field on purchase orders and vendor bills.
    • Supports encumbrances using the amount field for tax-exempt entities,rather than the gross amount field.
    • Corrected the purchase order import to enable encumbrance creation from imported orders.
    • Enhanced encumbrance functionality to close partially ordered purchase requisitions and liquidate remaining encumbrances.
  • Procurement
    • Purchase order close date defaults to the greater of the current date ot the PO date to accommodate future-dated orders.
    • Removed the line level close button for a simplified user experience, where the entire purchase order is now marked open or closed.
    • Implemented changes required for Requisitions to allow for Item Groups and Item Descriptions.
    • Reorganized the purchase order item receipts screen, adding the program field and displaying receiving quantities without the need for scrolling.
  • Grants
    • Grants link to Related Records.
Various Fixes and Performance Improvements
  • Workflow send email action now supports checking the Include Transaction box selected.

Human Resources and Payroll:

  • Employee Time off Updates:
    • Enabled system checks for negative time off balances, providing a warning to the user.
    • Incorporated two new limit types, “Calendar Year to Date” and “Inception to Date”, and implemented logic to ensure that hours are returned even when limit and limit type are empty.
    • Added Time off to Employee Detailed Pay stub.
    • Adding functionality to allow delegates for approvals.
  • Employee Setup:
    • Developed an employee tracking tab that allows users to add custom HR fields without affecting the standard employee form.
  • Payroll Check Writer and EFT Enhancements:
    • Enabled pay stub printing for historically committed batches by updating the line of code to include batch status. Additionally, added logic in the import script to map and generate the pay stub.
  • Payroll Fund Allocation:
    • Updated Pay Code Expense Field and added revenue accounts to the expense account.
  • Payroll Enhancement Requests:
    • Designed a salary calculation rule named “Salary Pay” that computes the employee’s periodical salary using their current pay rate.
    • Comptime hours - Calculation Rule with Generic Multiplier.
  • Pay History Conversion:
    • Modified the payroll history import process to use the employee ID alone, rather than concatenating the employee ID and Name.
  • State Tax Calculation:
    • Oregon State employee income tax can now be calculated using the State Tax calculation rule.
