This document summarizes the changes to NetSuite for Government between 24.12.1 and the previous release. These release notes are subject to change every week.

The 24.12.1 enhancements and changes listed in this document are not available to customers until they are upgraded to NetSuite for Government 24.12.1. Your access to these features and SuiteApps is subject to the terms of service in your NetSuite for Government contract.

NetSuite for Government Version 24.12.1 – Release Date December 03, 2024

Finance:
  • Quick code:
    • Ability to create quick codes in user interface or imports with templates.
    • Added new forms for transaction to enable the use of quick codes with budget validation.
      • Vendor Bills (Data entry and Import)
      • Purchase Orders (Data entry and Import)
      • Government Budget (Data entry and Import)
      • Government Budget Adjustment (Data entry)
      • Journal Entry (Data entry and Import)
      • Vendor Credits (Data entry and Import)

    Note:

  • Government Budget Transaction:
    • Allow users to import Budget Adjustments.
  • General Ledger Summary screens:
    • Added subsidiary to General Ledger screens.
  • 1099-G Support:
    • The 1099-G CSV export file for the IRS IRIS Taxpayer Portal is now available. Please see IRS Publication 5717 for more information and to sign up for a Login and Transmitter Control Code (TCC) for this new reporting option.
    • For the 1099 CSV Report, the Account Number field was updated to include the Tax Year to make this value unique by vendor and form. This enhancement is due to 1099-G requirements to issue multiple 1099s for a given vendor if they are reportable in separate tax years.
  • 1099:2024 Enhancements:
    • The 1099 Federal CSV export, a new field has been added to Skip Threshold minimums which will export all 1099 data per form regardless of minimum amounts. This is helpful when merging data from two systems where the sum of the two systems is reportable, but each individual system is not.
    • The 1099 CSV export will report for Individuals the Legal Name field in Name Line 2 to support sole proprietor, LLC and LLP names.
    • 1099 Reports will show now show the Legal Name of individuals to support 1099 reporting for sole proprietor and LLC business names.
    • The 1099 Federal CSV export Report, Box 4 for Federal Tax Withholding will report any amount without applying any threshold minimum.
    • The Bill and Check screens now have a field to exclude the payment from 1099 reporting by checking the "Do Not Include in 1099" checkbox. This is helpful when a payment is voided and reissued in a different calendar year and the payment was already reported to the IRS.
    • The Federal Filing 1099 CSV export was modified to skip Bills and Checks which are flagged as "Do Not Include in 1099". This allows Bills or Checks which were voided and reissued in the new calendar year for which the 1099 had already been reported to be excluded.
    • All 1099 reports have been updated to exclude Bills and Checks which have the "Do Not Include in 1099" checkbox enabled.
    • The 1099 Federal Filing report was updated to ensure all amounts round to two decimal places per the IRS standard.
    • In Federal reporting for 1099s, a blank Tax Identification Number (TIN) will not be considered as a duplicate.
    • Federal reporting for the 1099 export file now uses the new Tax Identification Numbers (TIN) implemented in 24.2 which provided custom roles access.
    • Improved reporting to support prior year 1099 transactions so that agencies will seamlessly continue reporting when the calendar year rolls forward.
    • The 1099 Federal Filing report was updated to sort the contents by vendor ID which is displayed in the Form Account Number column.
    • The values in the COMBINED FEDERAL/STATE FILING State Code field have been updated to ensure that multiple states in the list are surrounded by quotations while a single state does not.
    • 1099 Federal Export for state income will only consider amounts that pass the thresholds for every box.
    • For the 1099 Federal CSV Export, a new validation has been applied to alert for special characters which are not allowed by the IRS 1099 reporting portal. The IRS export file will now validate for special characters for these columns: Recipient Business or Entity Name Line 1, Recipient Business or Entity Name Line 2, Recipient First Name, Recipient Middle Name, Recipient Last Name, Address Line 1 and Address Line 2.
  • Interest Allocation:
    • The Ignore Interest Transaction checkbox has been implemented on the Allocate Interest process to skip transactions related to the cash receipt in which the interest was recorded.
    • The Allocate Interest journal will no longer be created with any zero amount lines from the exclusion of negative interest participants or interest related cash transactions.
Various Fixes and Performance Improvements
  • Moved budget validation from back-end process on Save to Validate button for control on both the UI and Workflow side.
  • Created checkbox in NetSuite for Government System Setup screen to turn on/off the Validate button.

  • To prevent leaving open purchase orders which cannot be disencumbered, a block will be given if trying to inactivate a vendor with open purchase orders.
  • Warns users of transaction lines using fund-department-account combinations that belong to Fund Validations that have been made 'inactive'.
  • Created SuiteAnalytics Workbook that tracks the usage of Fund Validation records on Items and Tractions through Fund, Department, Account combinations.
  • Converted record load to search.lookupFields when accessing/parsing default budget control.
  • The Project Related Records tab has been temporarily disabled to address an error regarding the SSS_USAGE_LIMIT on this screen.
Human Resources and Payroll:
  • Timecard Screen:
    • Users can now enable additional roles to edit this field. Earlier only the Administrator and NS4G-Payroll Administrator role was enabled to edit the NS4G Pay Period Field on the timecard record.
  • State Compliance Prerequisites and Reports (PERS, SUI, W2):
    • To ensure accurate reporting to the Utah State Retirement System, the following changes have been implemented on the Utah State Retirement Form:
      • The "Agency Defined" field is now displayed.
      • The "Scheduled Daily Hours" and "Service Credit" fields will be hidden as they are not applicable.
  • Affordable Care Act (ACA) Reporting:
    • Employee's ACA records can now be auto populated.
    • The 1095-C portion within the ACA Data XML file can now be generated. This advancement enables efficient year-end submissions, streamlining the process for users.
    • Users will access only the appropriate sublist records related to the ACA Reporting Period.
    • Technical enhancements were added to provide users with a streamlined and easy to use way of viewing and printing Employee W2 forms.
    • When performing the Commit on the Reporting Period Record and the type is 1095-C, the ACA 1095-C PDF form will be available on the Employee Center.
    • Safe Harbor code Edit functionality allow users to modify the safe harbor code specifically for each employee, required for ACA reporting.
    • Upon committing the ACA reporting period, the system will auto-generate the ACA Manifest and Data Files.
    • The ACA Manifest file can now be generated. This advancement enables efficient year-end submissions, streamlining the process for users.
    • The Form Data xml file can now be generated automatically upon committing an ACA Reporting period. The file will be generating using data from the 1095-C and 1095-C records related to the reporting period along with ACA set up on the Payroll and HR Preferences.
    • The XML that is generated for 1095C must display SSN - all the nine digits without masking the numbers. This update selects the value from Employee record > Social Security and is applied to the 1095-C portion within the ACA Data XML.
    • Accessing Employee ACA records is a sensitive matter and should be limited to the right employees. Our system ensures that only logged-in employees can view their own ACA, with user IDs matching those on the forms.
    • On the Employee ACA PDF template (Print, Print Preview, Commit, and Employee Center version) If the Employee's ACA record> Related ALE 1094-C Record > Employer provided self-insured coverage (custrecord_ns4g_1094c_selfinsur) field is marked as true then check Part III of the Employee 1095-C pdf will be populated.
  • Arkansas Withholding State Tax Calculation:
    • Updated the State Tax Deduction calculation rule to include the Arkansas state specific tables.
  • W2 - State Taxable Wages and Box 14:
    • Added the W2 State setup which allows users to enter applicable states to be reported for taxes and the associated state EIN number.
    • The employee will be able to view their state taxable wages and tax withheld for their annual tax reporting.
    • On the Payroll and HR Preferences, below the W2 State Setup field group, a new field group called W2 State Setup Box 14 has been added. This field allows you to input a description for Box 14 on the employee's W2 form, and add the appropriate pay bucket from the list, which will then be mapped and displayed on the employee's W2 form in the designated Box 14.
    • Enhanced the W2 PDF Print Preview Functionality. This is a preview of the W2 records and not the actual W2 documents. The preview will help you verify the accuracy of the information before the official W2s are generated.
    • The HR and Payroll preferences enables the seamless generation of Box 14. This will be based on the configurations set and will ensure the accurate description and amount are displayed. This information will then be appropriately mapped onto the employee's W2 form in the respective Box 14.
  • Oregon Employee Retirement Forms:
    • Users can now correctly report the employee's wage code to Oregon Public retirement system.
  • Utah State Tax:
    • The Agency can now apply the correct state filing status and related calculation for employees with Utah State Income Tax.
  • W2 Enhancements:
    • Accessing W2s is a sensitive matter and should be limited to the right employees. Our system ensures that only logged-in employees can view their own W2s, with user IDs matching those on the forms.
    • Upon committing the W2 reporting period, the Employee PDF will generate and save automatically and according to the Payroll and HR Preferences.
  • Fund Allocation Enhancements:
    • If the check box, Generate Payroll GL Transactions with employee detail, is selected then the Payroll GL Transaction will generate with the employee detail instead of summarizing the data by General Ledger String.
    • Within the Fund Allocation field group, added two new fields “Include Employee Detail in Payroll GL Transaction” and “Maximum Employee Count for Detailed Payroll GL Transactions”. This Functionality controls whether the Payroll GL transaction Record should include employee details.
    • During the posting process when generating the Payroll GL Transaction record, accounts that are not categorized as Cost of Goods Sold, Expenses, Other Expenses, Income, or other Income will be cleared from the Program, Project, Project Task, and Grant. The payroll posting map can configured to override these settings.
