This document summarizes the changes to NetSuite for Government between 25.1.1 and the previous release. These release notes are subject to change every week.

The 25.1.1 enhancements and changes listed in this document are not available to customers until they are upgraded to NetSuite for Government 25.1.1. Your access to these features and SuiteApps is subject to the terms of service in your NetSuite for Government contract.

NetSuite for Government Version 25.1.1 – Release Date January 14, 2025

Finance:
  • Utah State Transparency Report
    • In compliance with Utah State requirements, NetSuite for Government now produces the Transparency report for Expenses. This tool allows users to select their entities and date ranges for quarterly and annual reporting requirements. The flat file produced will be stored in the file cabinet to be provided to the state of Utah.
    • In compliance with Utah State requirements, NetSuite for Government now produces the Transparency report for Revenues. This tool allows users to select their entities and date ranges for quarterly and annual reporting requirements. The flat file produced will be stored in the file cabinet to be provided to the state of Utah.
    • The Utah State Transparency reports can be found under: NS4G Center > State Financial Reports
  • Quick Code Record:
    • Allow users to navigate to related records from Quick code.
  • 1099: 2024 Support:
    • The Tax Year has been defaulted to show the most current year so the user will not have to change it.
    • Updated the 1099 searches for clarity on the selection criteria. No functional changes were made to this report.
    • The 1099 filing report was updated to omit any dashes in the zip code field, as required by the IRS.
    • The 1099 Payer Phone is an optional field, so the validation for a required field has been removed.
  • Automate Sales Tax in Purchasing and Vendor Bills:
    • The Account screen now tracks whether an item is applicable to Sales Tax in the procure to pay workflow.
    • The ability to automatically create sales tax on purchase orders, vendor bills and vendor credits has been implemented. The feature is enabled on the NetSuite for Government System setup page and then when the Taxable checkbox is checked on the transaction line, it will automatically create the Tax Details tab for sales tax. Additionally, the Taxable checkbox may be defaulted based on the Item Account definition.
    • Enabled settings to control the automation of sales tax for the procure to pay workflow. The setting allows configuration of whether to automate sales tax and a default tax type and tax code.
    • The Taxable field has been added to purchase orders, vendor bills and bill credits to allow the user to select if the line should have sales tax applied. If a custom form is utilized, make sure to enable or disable this field, as preferred by the agency.
  • Item Code Account Override:
    • The Quick Code functionality has been enhanced to allow for any combination of Items and Quick Codes to be used on a transaction. This will allow for a generic item code to be defined and defaulted while simply using the Quick Code to default the entire GL string.
    • The Item Account field is read-only on the Bill Credit, Check and Credit Card forms since changes are not impacting the general ledger.
    • Disabled the Item Account field for paying encumbered Purchase Orders just like the Fund and Department.
    • The Item Account field may now be updated after the Item Code Expense Account is defaulted from the Item Code. The Requisition, Purchase Order and Vendor Bill have this functionality, and other forms will be added later.

      Note:

      If using a custom form for Requisitions, Purchase Orders, and/or Bills, then make sure to disable the Item Account field if this functionality is not desired.
Various Fixes and Performance Improvements
  • Resolved issue when fiscal year reloads the General Ledger Summary report.
  • Allow users to select multiple accounts and not select mandatory fields for additional reporting needs.
  • Resolved issue with memo field not populating with line level memo.
  • Added quick code Requisition form.
  • The Interest Allocation Next Approver field is renamed to avoid mistakes with other approver fields.
  • The Item Account field is disabled when using a Quick Code because the Quick Code itself drives the Account.
  • Allow users to select more than one account in General Ledger Inquiry / Summary screens.
  • New fields added to Account, Fund, and Department Records for state reporting requirements and compliance. User can select the proper number/id from a dropdown list and update the available values for each field.
  • Corrected an issue where the Parent Grant field list was not populated correctly with parent grants.
  • Ensures the correct budget available is shown when the user overrides the General Ledger Account on the Items tab of purchase orders and vendor bills.
  • The setting "Use Purchase Order Rate on Bills" should be enabled for clients using SuiteTax to ensure the tax amounts are not included in the rate on a vendor bill.
Human Resources and Payroll:
  • Affordable Care Act (ACA) Reporting:
    • The system will now evaluate all employee's who should qualify for ACA reporting. Upon calculate the system will determine the employee's offer of coverage and populate box 14 of the Employee ACA record with the appropriate offer of coverage for each month.
    • The system will now evaluate all employee ACA records and determine and populate Box 15, Employee Required contribution.
    • Users can submit the ACA Data file with the updated formatting.
    • Users with a custom role can now create and save a reporting period for W2, ACA, and Florida Retirement System.
    • Add logic to remove special characters for the following fields on the ACA PDF Form:
      • Employee: first name, middle name, last name
      • Employee Address: attention, addressee, address 1, address2
      • Dependent: first name, middle name, last name
      • Subsidiary Shipping Address: attention, addressee, address 1, address2
      • Subsidiary EIN
    • The following fields have been added to the Entity Record:
      • ACA - Include Entity in ACA Reporting - Check this box if you want this entity to be included in ACA reporting. This will result in the generation of an ALE 1094-C record.
      • ACA - Entity is the Authoritative Transmittal - Check this box to designate this entity as the authoritative transmittal for this ALE Member.
      • ACA - Entity is a Member of an Aggregated ALE Group - Check "Yes" if the entity was a member of an Aggregated ALE Group for any month of the calendar year. If you select "Yes," you must also complete the "Aggregated Group Indicator" and Part IV to list other group members. Select "No" if the entity was not part of such a group for any month.
      • ACA - Certification of Eligibility - Select the appropriate Certification of Eligibility from the provided list.
  • State Income Tax and SOR integration
    • The federal tax table brackets have been adjusted for 2025.
  • Timecard Screen:
    • Earlier only the Administrator and NS4G-Payroll Administrator role was enabled to edit the NS4G Pay Period Field on the Weekly Timesheet. Users can now enable additional roles to edit this field.
  • W2 – State Taxable Wages and Box 14
    • The W2 PDF has been updated to display the locality name, the Employee First and Last name instead of the ID and uses the State 2 code abbreviation.
Various Fixes and Performance Improvements
  • Users can submit the ACA Data file with the updated formatting.
  • The 941 quarterly report now displays the correct numbers and provides an improved look and feel to the report for accurate reporting.
  • Agencies can now calculate Iowa State Taxes for employees in any year including the recently updated 2024 calculation method.
  • Added two new filing statuses for Iowa State Tax Calculation:
    • Other
    • Single (or Married by legally separated)
  • When a position is created using the Copy function the new position will be created with a non-zero filled FTE(s). The nightly script that updates the "Filled FTE (S)" field on Position records now correctly processes future-dated position and pay assignments.
  • Employee California State Income Tax calculation will correctly calculate for low wage values.
  • Resolved bug where the Manifest XML file was not generating automatically upon commit.
