Batch Blackout Window Message

During batch blackout window, non-administration users cannot log in and if non-administration users attempt to log in they receive the following message.

Administration users can log in and can continue to do all the tasks, but the following warning message is displayed. They can continue to work by clicking the Dismiss button on the toast message.
