Enhancements

• Updated OPC-UA to Unified Automation OPC-UA SDK 3.4.6.
• Fixed bug causing Windows Event Log messages that indicated the "LD RTI OPC-UA..." service was still running and could not be started.
• Fixed bug logging to Windows Event Log where log messages were not mapped to a resource file.
