This exception is raised when there is an issue existing with the way security infrastructure of SIL works. The entries in the table "PARAMETERS", which stores the credentials for external systems, are encrypted before starage and decrypted after retrieval. This is achieved using the symmetric encryption infrastructure present in SIL.
