The quality-of-service values are:

weblogic.management.runtime.SAFConstants.QOS_EXACTLY_ONCE
weblogic.management.runtime.SAFConstants.QOS_ATLEAST_ONCE
weblogic.management.runtime.SAFConstants.QOS_ATMOST_ONCE

Returns:: The qos value
