GraphControllerAdapter receives notification that there
 is insufficient data, it passes a NotEnoughData object to the
 notEnoughData method of the graph.
 The graph uses this information to display a message when it cannot display
 the graph.
 
 If you implement a DataErrorTextCallback to customize the
 message that the graph displays, then your callback uses the information
 in this object to determine the message to pass back to the graph
 for display.
 If you do not implement a DataErrorTextCallback, the graph
 displays a default message, and you do not need the information in this
 object.
 
If the DataRowShownAsASeries property of the graph is set to
 false, then the graph accounts for the reversal of rows and columns.
