The Runtime Configuration page enables you to set runtime properties at the server level.
These same properties can also be set at the report level, from the report editor's Properties dialog. (See Configuring Report Properties in Report Designer's Guide for Oracle Business Intelligence Publisher.) If different values are set for a property at each level, then report level takes precedence.
