    The option value can be follows:
    STRICT TOLERANT LAX Default value will be TOLERANT.
    The STRICT option will use the same simple rule to check the SCT expiration. That is if the expires time in SCT past the current time, the message will be rejected. This is the most secure approach.
    The TOLERANT option will allow the SCT pass the current time with a small tolerance window. The client knows the last SCT token on the server side, and its expiration time. It also knows the one way travel time for the message send from the server to the client. With these two values, the tolerance window can be calculated, and the SCT expiration check can take the tolerance into account.
    The LAX option will not check the expiration on the SCT, if it is the same SCT used in the request message protection. This is a least secure option, but can maintain the backward compatibility for the server is running old version of WLS or other vendors implementation.
    The error condition of SCT is expired upon arrival can be prevented by configure with TOLERANT or LAX option.
