In order to ensure that deployed asset versions are consistent among all targets, project assets are locked when the project is approved for deployment, and remain locked until deployment is complete and project assets are checked in. While assets are locked, they cannot be deployed from other projects. This behavior prevents other users from building on the changes you make to an asset until those changes are approved.
