In order to display the promotions visibility window a user must have Read access to Promotion, Stacking Rule, Coupon, and Upsell item descriptors. Otherwise, the promotions button is disabled in the preview toolbar in layout view.
To see an asset in the promotions visibility window for example, a promotion in the Applied list or a target item on the Evaluation tab, a user must have both List and Read access to the asset itself and Read access to the asset type.
