OracleHOME_NAMETNSListener80LSNR is only created if the following command has been run:
LSNRCTL80 START LISTENER_NAME
From the Windows NT Control Panel:
Double-click Services.
The Services dialog box appears.
Select OracleHOME_NAMETNSListener80 or OracleHOME_NAMETNSListener80LSNR.
Click Start.
In the Services window, click the Close button.
From the Windows NT Control Panel:
Double-click Services.
The Services dialog box appears.
Select OracleHOME_NAMETNSListener80 or OracleHOME_NAMETNSListener80LSNR.
Click Stop.
The Services confirmation dialog box appears, prompting you if it is OK to stop the service.
Click Yes to acknowledge the message, and click Close to exit the Services window.
Oracle Names

Double-click Services.
