The HTML Servers can be started from command line. Log in as QSECOFR or a user with sufficient rights to stop and start HTTP and WebSphere services.
The E1JAS HTTP Services must be running. Use this command to verify:
cmd: STRTCPSVR SERVER(*HTTP) HTTPSVR(E1JAS)
Note:
To configure HTTP services the HTTP *ADMIN service must be running.cmd: STRTCPSVR SERVER(*HTTP) HTTPSVR(*ADMIN)

Use these command to start the WebSphere HTML Services from the command line, where the commands are a single contiguous command line:
QSH CMD('cd /QIBM/UserData/WebSphere/AppServer/V7/Express/ profiles/E1JAS/bin;startServer AS_JS_80')
QSH CMD('cd /QIBM/UserData/WebSphere/AppServer/V7/Express/ profiles/E1JAS/bin;startServer AS_JS_81')
QSH CMD('cd /QIBM/UserData/WebSphere/AppServer/V7/Express/ profiles/E1JAS/bin;startServer AS_JS_82')
QSH CMD('cd /QIBM/UserData/WebSphere/AppServer/V7/Express/ profiles/E1JAS/bin;startServer AS_JS_83')
Use these command to stop the WebSphere HTML Services from the command line, where the commands are a single contiguous command line:
QSH CMD('cd /QIBM/UserData/WebSphere/AppServer/V7/Express/ profiles/E1JAS/bin;stopServer AS_JS_80')
QSH CMD('cd /QIBM/UserData/WebSphere/AppServer/V7/Express/ profiles/E1JAS/bin;stopServer AS_JS_81')

Alternately, you can start and stop these services through the WebSphere Administration Console or from Server Manager.
