About Payment Holds
- Negative Payment Application Hold—An automatic hold created if a Subcontractor submits a negative value payment applications.
- Split Pay Confirmation Hold—An automatic hold created when a split payment is made; it is enforced until a Subcontractor approves a split payment
- Discount Outside of Terms Hold—An automatic hold created when discount terms are made; it is enforced until a Subcontractor approves a discount
- VAT Payment Application Tracking Hold—An automatic hold enforced when you approve a Subcontractor's billing documents, but those documents are missing a signed VAT Invoice. VAT Invoice holds are dependent upon the VAT Invoice signature release timing option you selected as a part of your project settings.
The application will also place a payment hold on a Subcontractor's payment if the Main Contractor rejects their signed VAT Invoice. VAT Invoice payment holds for a Prime Subcontractor are removed automatically when they sign and submit the missing VAT Invoice.
VAT Invoice holds display on the Manage Period Payments, Manage VAT Invoices, Manage VAT Invoices by Period, Edit Payment Status, Home, and Period Home pages.
Note: You cannot manually remove a VAT Invoice payment hold from a Prime Subcontractor. The application will remove the hold only after the Prime Subcontractor submits a signed VAT Invoice.
When a Prime Subcontractor's Sub-Tiers are missing a VAT Invoice, you can use the Apply Holds button on the Manage VAT Invoices page to place a payment hold against the Prime Subcontractor.
- Sub-Tier VAT Payment Application Hold—An automatic hold enforced when a Sub-Tier's unconditional VAT Payment Application is out of compliance based on the Hold settings selected on the Project Settings screen
- Sub-Tier Supplement Hold—An automatic hold enforced when a Sub-Tier's Supplement is out of compliance based on the Hold settings selected on the Project Settings screen
- Document Compliance Hold—An automatic hold based on enforcement selections made when document requirements are set up
See Set Up Compliance Document Requirements. - Pending Export Hold—An automatic hold placed on payment applications for which TPM has not received an export receipt from the Main Contractor's ERP. The hold is automatically released when TPM receives the export receipt. Main Contractors can use the Edit Payment Status page to manually release the hold. This hold is applied only if the Track Failed Payment Application Exports setting is enabled on the Project Settings page.
If the "Track Pending Progress Claim Export" holds releasable by Enterprise Administrators only setting is enabled, only users who are Enterprise Administrators and Project Managers on the project can remove the Payment Application export receipt hold. All other users will be unable to select the Release Hold button on the Edit Payment Status page.
- Variation Compliance Hold—An automatic hold enforced based on Hold settings selected on the Project Settings screen
See Choose Project Settings. - Manual Hold Payment—A hold created by the Disburser
- Current Period Billing Documents - Offline Notary Hold—Only available when you enable the bypass electronic notarisation workflow. An automatic hold enforced based on whether or not a Subcontractor has uploaded and approved notarised documents. Documents include additional documents and payment applications. If one or more of these documents is out of compliance, the hold will remain.
- Prior Period VAT Payment Applications - Offline Notary Hold—Only available when you enable the bypass electronic notary workflow. An automatic hold enforced based on whether or not a Subcontractor has uploaded a VAT Payment Application from the prior period.
Note: Payment Application Tracking Holds do not appear on the Manage Payment Status page unless the Project Manager chooses Payment Application Hold settings on the Project Settings page.
