Guidelines for loading default access for Oracle Learning courses and offerings

Here's how you can load default access for courses and offerings using the CourseDefaultAccessV3 and OfferingDefaultAccessV3 components. Default access applies to learners who aren't part of an access group and don't have a learning assignment.

To verify that the course or offering successfully loaded, go to My Client Groups > Learning and Development > Learning Catalog.

For all V3 objects in the .dat file, use the device date for EffectiveStartDate.
