Guidelines for loading default access for Oracle Learning learning paths

Here's how you can load default access for learning paths using the SpecializationDefaultAccessV3 component. Default access applies to learners who aren't part of an access group and don't have a learning assignment.

To verify that the course successfully loaded, go to My Client Groups > Learning and Development > Learning Catalog.

For all V3 objects in the .dat file, use the device date for EffectiveStartDate.
