Add User Groups as Collaborators to Requests

When adding other users as collaborators to a request, the request owner can select a user group instead of or in addition to individual users.  This allows the owner to easily add several collaborators at once and avoids users from being unintentionally excluded.

Business Benefit: Request owners can easily collaborate with entire groups of users on their requests instead of having to individually specify each user.
