Payroll encumbrance distribution to Projects
Distribute and track Oracle Fusion Payroll generated encumbrances as project labor commitments. Connecting payroll encumbering cycles to project financials allows for the continuous consumption of budget, applying controls to reserve funds for anticipated labor costs, and automatically liquidates commitments when actual payroll costs post. This provides project staff with real time visibility of future labor obligations, significantly reducing the risk of financial liability on the business or institution.
This integration extends the existing support for third-party payroll encumbrances, allowing organizations to use the Import Payroll Costs process to bring anticipated payroll costs into Project Management after they are generated in Oracle Fusion Payroll.
Use the Import Payroll Costs process to import future first-party payroll encumbrances as project labor commitments for a selected payroll period or many periods.

When matching payroll actuals are imported, the existing project commitments are liquidated automatically.

Liquidated labor cost
You can also liquidate commitments manually by period or project when commitments must be removed, such as before a project closes. This is done, by running the Import Payroll Costs process using the Liquidate option.
Direct project-attribute distribution is also available for third-party labor commitments. This distribution method enables you to:
- Create labor commitments without setting up labor schedules for every employee.
- Create commitments for timecard-based employees.
- Address unplanned business needs by assigning commitments directly to the appropriate project, task, and expenditure type.
Labor commitments are liquidated using the existing liquidation criteria when actual costs are distributed for the same person assignment and pay period.

- Organizations can reconcile planned and actual labor costs more efficiently and keep project commitments current as payroll activity changes.

Steps to enable and configure
To enable this feature you must:

Complete the required setup for the related Payroll Encumbrance and Liquidation process in Oracle Fusion Payroll.

Define the payroll pay elements that are available for transfer to Project Management.

Create applicable non-timecard labor schedules when distributing commitments through labor schedules.

For direct third-party distribution, populate the project, task, and expenditure attributes in the payroll-cost import file.

Run Import Payroll Costs with the applicable transaction source, document, distribution option, and payroll-period dates.
Tips and considerations
- This enhancement builds on the existing Labor Commitment Integration from Third-Party Payroll Sources capability.
- Payroll encumbrance distribution through labor schedules supports non-timecard labor schedules.
- Direct third-party distribution based on project attributes does not require a labor schedule.
- Importing matching payroll actuals liquidates existing commitments; manual liquidation is also available by period or project.
- No new Project Management accounting event is introduced for labor commitments in this release.
