Mechanism to Cover Functional Closure or Inactivity of Dimension Members

Added the Functional Closure Flag with Default value 'N' to the following tables:

• General Ledger
• Legal Entity
• Organization Unit
• Product
• Project
• Party
• Account

The service will provide a mechanism available across all dimensions such that individual members can be marked closed or inactive for functional ends, distinct from technical closure or inactivity.
