Redwood: Notify Matrix Managers When Requested Feedback is Shared with Managers

Allows HR to include matrix managers to be notified about feedback.

HR enables specific manager types that can be selected by workers to be notified about feedback

When feedback is provided for a worker, notifications will be sent to the manager types defined in the feedback template.

Ensures that matrix manager types can also be notified when a worker receives feedback.
