Select Library Goals When Creating Goals
If your administrator has enabled display of the Library Goal list of values, when creating performance goals or development goals, or when assigning performance goals, you can now select library goals that are appropriate for you or your team member.
New Goal Page
Streamline goal creation by allowing employees and managers to select goals from a predefined goal library.

These features can't be enabled individually.

To show the Library Goal list of values, you need to edit the New Goal page in Visual Builder Studio and set the Show Library Goal List of Values property to true. For more information, see How do I control the display of a UI element in Visual Builder Studio?.
