Support for Suspended Assignments for Absences

Henceforth, all absence plan entries are created for the entire absence period for all assignments/TRUs, regardless of assignment status: Active or Suspended. This is applicable for all absence types. 

Earlier, plan entries would not be created if the assignment was suspended. Now, plan entries can be created for the entire absence period and would be paid.

Steps to Enable and Configure
