Include Nonworkers in Campaign Audiences
You can now include nonworkers when defining campaign audiences by using HCM lists and eligibility profiles. Build audiences that include employees, contingent workers, pending workers, suspended workers, and nonworkers from the same audience definition.
Include nonworkers when creating an HCM list or eligibility profile, combine multiple worker types in a single audience, and import nonworker audiences by uploading a spreadsheet. Enabling this feature doesn’t change existing audiences. To include nonworkers, update the audience criteria or create a new audience.
Business benefit: Reach more people with each campaign by including nonworkers in your audiences. Organizations can communicate with employees and nonworkers through the same audience definition process, reducing the need to manage separate audiences.
Steps to enable and configure
1. Enable the ORA_HCO_WORKERS_ASSIGNMENT_STATUS and ORA_HCO_WORKERS_ASSIGNMENT_TYPE profile options. See How do I enable a profile option?
Use these values when you configure the profile options:

2. Create or update the audience source you want to use for the campaign:
- For an eligibility profile, add assignment type and assignment status criteria that include nonworkers.
- For an HCM List audience, create a Workers list in Manage Filtered Lists, set Subscriber to Oracle Communicate with nonworker, and set Worker Type to Nonworker.
- For a Spreadsheet audience, upload a file that includes nonworkers and resolve any audience validation errors.
3. Add the eligibility profile, HCM list, or spreadsheet audience to the campaign.
Tips and considerations
- The feature is turned off by default in new environments and after an upgrade.
- Turning on the feature doesn’t change audiences you’ve already created. Update an existing audience or create a new one to include nonworkers.
- If you leave the feature turned off, Oracle Communicate continues to use the existing worker filtering criteria.
