New Default Equipment Manager

This feature upgrades the Default Equipment manager to a new equipment manager with updated labels and organization.

The separation of the Equipment Screen into 3 tabs organizes the content by attributes, ownership, and tracking. The changeover to JSP technology allows the client to configure the screens and also to be able to display the attribute fields also known as Flex Fields.
