Preapplication Agent
The Preapplication Agent helps agencies to analyze the agency documents and provide zoning pre-application outcomes. It helps validate whether the applications and projects meet the local or state government requirements. Agencies can customize the AI agent behavior, as well as restrict visibility and access of the AI Assist button to only the authorized agency staff.
Oracle delivers the Preapplication Agent Team in the AI Agent Studio. Use the template to create an agent of your own.

The Pre-Application Agent is accessible on the Pre-Application Outcome tab. This agent gathers the preapplication’s project description along with key GIS attributes, such as zoning district information. The agent uses this data to analyze agency-provided documents—such as municipal zoning ordinances—to extract project-specific requirements. All responses generated by the agent are based on information from the official agency documentation.
