AI Agent: Plan Review Prescreen Advisor

The Plan Review Prescreen Advisor is a packaged workflow AI agent for Public Sector Compliance Plan Review. It enables registered public users to prescreen plan documents before submitting a permit or planning application. After processing, the agent generates a structured prescreen summary and sends the results by email.

The Check My Plan Documents tile experience is enhanced with a dedicated Plan Review drawer. Users click the tile and upload one or more plan documents on the drawer, and the agent reviews the submitted plan set against a defined checklist for completeness, accuracy, and potential compliance issues.

This AI workflow agent reviews plan documents uploaded by registered public users. It evaluates the plan set against a defined prescreen checklist and produces an itemized summary of findings.

The agent can identify and report on items such as:

  • Signatures and professional seals
  • Title block information
  • Property and contact information
  • Project description and applicable codes
  • Scope of work details
  • Basic project information, such as occupancy, risk category, number of stories, construction type, sprinkler status, and seismic or wind data
  • Plot or site plan completeness, including dimensions, property lines, setbacks, utilities, equipment, north arrow, scale, vicinity map, and grades or topography when applicable

After the user uploads the plan documents, the Plan Review Prescreen Advisor reviews the files against the configured checklist and sends a prescreen summary email with the results. For each checklist item, the agent reports a result of Pass, Partial, Fail, or Note. It includes reasons, sheet or page references, and actionable recommendations when appropriate.

Business Benefit: The Plan Review Prescreen Advisor helps agencies and applicants identify missing or incomplete plan information before formal application submission. This reduces avoidable intake issues, decreases applicant rework, improves plan package quality, and can help agencies reduce review delays caused by incomplete or noncompliant submissions.

Steps to enable and configure

Enabling and adding AI Agents in Permitting and Licensing requires you to enable AI per offering. Additionally, you must set up security for AI Agents prior to copying the agents and using them in Permitting and Licensing. If you have already done those two steps you can skip them in the steps to enable. 

These are standard steps to add AI Agents for Permitting and Licensing:

  1. Enable AI for your offerings in Permitting and Licensing. 
  2. Set up the appropriate security for AI Agents. 
  3. Copy the AI agent templates in Oracle AI Agent Studio. 
  4. Add the AI Agent to the appropriate page by using the extensibility tools in Visual Builder Studio. 

Enable AI Functionality 

You will need to first enable the AI functionality in Permitting and Licensing for Planning and Zoning. 

  1. Navigate to Setup and Maintenance for Offerings > Offering: Permits or Planning and Zoning > Change Feature Opt in.  
  2. Select the pencil icon in the Features column of the Permits or Planning and Zoning row.
  3. Select the Enable checkbox for "Enable AI Functionality for Permits" or "Enable AI Functionality for Planning and Zoning" respectively. 
  4. Select Done. 

Set up AI Security

Set up the correct security for the AI Agents as outlined in How do I use AI Agent Studio?, "Access Requirements for AI Agent Studio", Provide Access to Configure AI Agents in Oracle Permitting and Licensing on the Oracle Help Center. 

Copy the Template in AI Studio

Once you've enabled the AI functionality, you will need to copy the template of the delivered AI Agent " Plan Review Prescreen Advisor" in the AI Agent Studio. Complete the instructions found in Oracle AI for Fusion ApplicationsHow do I use AI Agent Studio?, "Create AI Agent", Create AI Agents using Preconfigured Templates on the Oracle Help Center. 

Add Agent to Public User Landing Page

Once you've copied your template, you can link the agent to the Plan Review Prescreen Advisor action tile on the Public User Landing page.

  1. Navigate to Setup and Maintenance of Offerings > Offering: Permits or Planning and Zoning > Functional Area: Branding > Task: Manage Tiles for Registered User Landing Page. 
  2. In the Menu drop down, select Products
  3. In the left pane menu, navigate to Registered Public User Landing Page Data.
  4. Click on Check My Plan Documents. 
  5. Click Edit
  6. In the Show On drop down, select All Devices. 
  7. In the Agent code field, enter the code name of the agent you created from the template in the AI Agent Studio in the steps above. For example, PLAN_REVIEW_PRESCREENER_ADVISOR. 
  8. Click Close. 
  9. The Plan Review Assist tile should now appear on all devices and when selected should launch the AI Agent: Plan Review Prescreen Advisor. 

Tips and considerations

Registered public users select the Check My Plan Documents tile from the landing page to open the Plan Review prescreen drawer. The drawer provides help text and a file attachment drop area where users can select files from their operating system or drag and drop files for upload.

Only PDF files are supported, and each file can’t be larger than 25 MB.
