Redwood: Use Redwood-Style Approval Notifications for External Purchase Prices

Send workflow notifications in a Redwood style and format for approving external purchase prices.

The external purchase prices and change orders can be routed through approval on import and approvers selected through the approval rules are notified. 

With this update, you can use a Redwood template to create external purchase prices approvals for both email and worklist notifications.
