About Trade Agreement Qualification

To help users reduce their own customs duty payments and those of their customers, this feature enables you to determine if finished goods you manufacture qualify for trade agreements based on the associated rules of origin. If your finished goods qualify for a trade agreement, you can produce the appropriate certificates of origin and provide them to your customers.

Trade agreement qualification helps you to:

  • Manage rules of origin for trade agreements.
  • Analyze your bills of material, modeled as trade item structures, to determine if the finished good qualifies for trade agreements.
  • Store and view the results of the qualification.
  • Generate a report containing the details of the qualification.

You can:

  • Download trade agreements and rules of origin data from third-party content providers. Rules of origin are available for trade agreements across the globe and support rule types including tariff shift, regional value content method, de minimis, HS inclusion and HS exclusion. GTM supports all rule types that are available across trade agreements. Wholly obtained goods are also supported.
  • Configure the formulas that are needed for certain calculations. Some formulas ship with GTM or are part of the qualification engine logic. You will need to configure certain formulas that are specific to your business to perform the calculations that help to determine if a finished good qualifies for a trade agreement.
  • Define constraint sets and logic configurations which enable you to perform trade value lookup and origin lookup during the qualification process. Constraint sets define the matching logic which ensures that Oracle Global Trade Management (GTM) is using the proper information to calculate whether qualification is achieved.

Once GTM is configured, you can:

  • Analyze the trade item structure (i.e. bill of material) for a finished good to determine if it qualifies for a trade agreement based on the rules of origin. GTM supports flattened bills of material and multi-level bills of material.
  • Store and view the results of the bill of material analysis.
  • Generate a report containing the details of qualification.
