Institution Officer

The institution officer deposits value to the bank issuer and transfers value to permitted participant officers and users.

The applicable approval policy determines whether the submitted transfer completes immediately or is routed for approval.

Before you can complete institution officer tasks, you must have an active Institution Officer account with an available balance. Recipient and approver accounts must be active.

The following tasks are typical ones that a institution officer completes.

Deposit to the Bank

  1. Select Deposit to Bank Name, which opens the transfer window for an eligible bank issuer.
  2. Select an active bank issuer and then select Transfer.
  3. Enter a Quantity to deposit. Optionally, select Purpose and then select one of the configured purposes.
  4. Review the Approver Organisation and Approver User ID context displayed on the form. These fields identify the active escrow context associated with the sending organization; they do not determine the eventual approver for a transfer governed by an approval policy. After the transfer is submitted, the application evaluates the active approval policy. If approval is not required, the transfer can settle accordingly. If approval is required, the transfer remains pending and is routed through the bank approver sequence configured by that policy.
  5. Select Transfer, and then record the operation ID.

The request is submitted through the approval-aware transfer path. The Besu contract evaluates the active policy after submission: a transfer can settle immediately when no approval is required. If approval is required it remains pending and is routed to the configured bank approver sequence. The bank issuer receives the value only after the transfer settles.

Transfer to a Recipient

  1. Select an active officer or user.
  2. Enter a Quantity within the available balance and limits. Optionally, select Purpose and then select one of the configured purposes.
  3. Review the Approver Organisation and Approver User ID context displayed on the form. These identify an active escrow user from the sending organization; select a different user only when the form offers more than one eligible escrow user.
  4. Select Transfer, and then record the operation ID.

Status, recipient, precision, available balance, daily limits, and approver context are validated. The active approval policy determines whether the transfer completes immediately or remains pending and is routed to the configured approver or approval sequence. When a pending transfer is approved, it appears as completed in history and the sender and recipient balances are updated. A rejection stops the pending transfer; it does not settle.

Troubleshooting

If an account becomes inactive, refresh the recipients. For limit or balance errors, reduce the amount or ask the organization administrator to review the account. Do not resubmit a pending operation.
