What if my Enterprise Manager cannot connect to MOS?

For offline (disconnected to MOS) patching make sure you complete the following setup requirements:

• Download and Upload Enterprise Manager Catalog Zip File in Offline Mode
• Uploading Patches to Oracle Software Library
