This algorithm creates a record in CI_​ADM_​RVW_​SCH for a person or account depending on which entity type/entity id payment agreement has been created, and this record gets added when a payment agreement is broken. This is configured on the business object lifecycle for payment agreement request on the Broken Promise status.
